Should short-term goals be invested?

Money needed within two or three years is usually kept in cash or short-term deposits, because a downturn just before the deadline cannot be waited out.

What if I cannot reach the number?

Extending the deadline has the largest effect, followed by reducing the target. Chasing a higher return is the riskiest of the three levers.
